Nathan Adelson Hospice Names Rosamari McNulty as Vice President for Employee and Volunteer Solutions

Carole Fisher, president and chief executive officer of Nathan Adelson Hospice, announced today that Rosamari McNulty has been promoted to the position of vice president for Employee and Volunteer Solutions at the state’s largest non-profit hospice.

 McNulty has been with Nathan Adelson Hospice since 2009. Prior to her promotion, she was the senior director of Human Resources and Volunteer Services for the hospice. Her new role and responsibilities include implementing systems for employee growth and performance with specific focus on employee satisfaction and engagement, along with increasing the depth and breadth of volunteer participation in the organization.

 Prior to joining the hospice, McNulty was the director of Human Resources for University Health System at the Clinical Practice of the University Of Nevada School Of Medicine, where she oversaw all human resources, training and development activities. McNulty has 20 years of experience in the human resources field and served as an adjunct faculty at the University of Phoenix, and the director of Human Resources for Lake Mead Hospital Medical Center.

 McNulty earned a Bachelor of Arts degree in Business Administration and Marketing from the University of Puerto Rico, and a Master of Science in Hotel Administration from the University of Nevada, Las Vegas. She is certified as a Senior Professional in Human Resources from the Human Resources Certification Institute, and Senior Certified Professional from the Society for Human Resource Management. She is also a certified Development Dimensions International Trainer, and is bilingual in English and Spanish.

 McNulty is currently a member of the Society for Human Resource Management and serves on the United Way of Southern Nevada Women’s Leadership Council as an executive committee member at large. She also co-chairs the Volunteerism Committee there. She was a past board member for the Southern Nevada Human Resources Association, where she served as the Hospitality chairperson and the Best Places to Work chairperson for two years.

A Rallying Call for Value-Based Health Care

As a part of my professional development, I was certified by the National Committee for Quality Assurance (NCQA) as a Healthcare Effectiveness Data and Information Set (HEDIS) auditor in 2001. I have kept this certification while expanding my skills to include data validation and Pay for Performance Value-Based Program (P4PVBP) certification as I began to recognize the changing environment and the potential shift to VBP.

With today’s uncertainties in health care, the NCQA has joined several health care organizations in a call for a new model of care. In a letter to Congress and the administration, these groups have endorsed a shift from the fee-for-service health care system to value-based care. NCQA and its allies (doctors and specialty societies that represent physicians, health plans and payers) have developed a set of recommendations on how to move our health care system toward innovative, patient-centered care. These recommendations include:

  • Empowering and engaging patients so they can make informed health care decisions
  • Engaging patients to develop measures of provider performance
  • Recognizing that the socioeconomic status of many patients creates challenges to improving care and adjusting payments to providers as appropriate
  • Promoting public and private investment in transparency, evidence-based testing and scaling of alternative payment models, as directed by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), so clinicians, providers and payers can learn how payment models work and evolve in the clinical setting

Raising the bar on value-based purchasing will require buy-in across the health care sector. The NCQA and its allies supported further enhancement of HEDIS, one of the most widely used sets of health care performance measures in the country, and the P4PVBP. Health plans and medical groups use the standardized sets of performance measures developed by the NCQA and the Integrated HealthCare Association (IHA) to evaluate quality of care and services provided by their physicians, develop performance improvement initiatives, perform outreach to providers and members, and compare their performance with other health plans and medical groups.

As managed care becomes more a part of post-acute and long-term care and the nation experiences the further narrowing of provider networks, greater emphasis is being placed on quality performance and patient outcomes. Due to these changes, measure sets are focusing more on outcomes and cost effectiveness, rather than process measures, and conscious efforts are being made to align with other health care improvement initiatives.

Such measure sets include the new Quality Payment Program’s (QPP) Advancing Care Information (the ability to report selected eMeasures including appropriate resource use) and the IHA’s Total Cost of Quality (average health plan and member payments associated with care for a member for the year, adjusted for risk and geography). Another example is the newly redesigned P4PVBP (as developed and implemented among California medical groups), which includes a common set of quality and cost measures, a public report, a health plan incentive program, and public recognition programs.

I participated in an NCQA workgroup on eMeasure development and I’m looking forward to seeing the results of implementing a new NCQA/IHA strategy. This strategy strives to align the P4PVBP measure set with other commonly used measure sets (Quality Rating System, NCQA health plan accreditation, QPP), expand the TCOC measurement, evaluate eMeasures, and explore the feasibility of patient-centered measurements.

While performing P4PVBP audits this year in some of the top California medical groups, I was very interested in learning how implementing this program will affect the quality of their reporting and how these changes affect the care they provide their patients. We will begin seeing changes the clinical and cost measures in data from June 2016 and customer satisfaction survey results in the next few months. I appreciate how my unique vantage point as a certified auditor gives me a front row seat to watch the changes play out in our evolving health care system.

Annual campaign to stop tobacco use by young people

Wednesday, March 15 is national Kick Butts Day, a nationwide initiative sponsored by the Campaign for Tobacco-Free Kids to stop tobacco use by children and young adults. As conventional cigarette use by young people continues to decline in Clark County but use of e-cigarettes is gaining in popularity, the Southern Nevada Health District and its partners continue to educate and empower young people to be their own best advocates and lead the effort to stop youth tobacco use. 

Currently, the youth conventional cigarette smoking prevalence in Clark County is at an all time low of 5.9 percent; however, e-cigarette use among teens is 24.8 percent. This youth prevalence can be attributed to unregulated advertising, celebrity endorsements, and false claims about the products. These products are not safe and have the same or similar health risks as cigarette smoking, according to recent research. Many teens believe that e-cigarettes are safer than conventional cigarettes due to unrestricted marketing and lack of regulation of these products. E-cigarettes emit aerosol that contains chemicals that are classified as cancer-causing toxins. E-cigarettes have not been proven to be effective in helping people quit smoking and are not approved by the Federal Drug Administration as smoking cessation devices.

The Health District’s Tobacco Control Program combats youth tobacco use by developing programs that go beyond traditional methods, such as extensive social marketing programs, teen-focused counter-advertising activities, and community outreach programs that reach into diverse communities. By using the Centers for Disease Control and Prevention’s Best Practices models, the Tobacco Control Program has developed activities and policy efforts that have contributed to a significant decrease in youth and adult smoking rates, expanded programs directed toward diverse communities, and increased knowledge of the dangers of secondhand smoke and emerging tobacco products. 

Smokers (including youth ages 13 and up) can contact the Nevada Tobacco Quitline at 1-800-QUIT NOW for free assistance to help quit smoking. They can speak with a professional, licensed counselor for confidential assistance. Smokers can also visit the Health District’s Get Healthy Clark County website, www.GetHealthyClarkCounty.org to find tips to help quit smoking and additional resources.

Partnership for Prescription Assistance Comes to Nevada

The Partnership for Prescription Assistance (PPA) today announced that they will hold a free “Prescription Assistance Event” to educate lawmakers and connect uninsured and underinsured Nevada residents with prescription assistance programs.

“Despite more Americans having insurance, barriers to accessing medicines still exist, underscoring the importance of PPA to educate and empower patients and caregivers to obtain information about their prescription assistance options,” said Priscilla VanderVeer, PhRMA spokesperson, whose member companies sponsor PPA. “So far, PPA has helped more than 49,393 Nevadans find out if they qualify for free or nearly free medicines. That’s good news for Nevada.”

What:

PPA staff will be on-site to educate lawmakers and assist residents with the pparx.org website, walking them through four easy steps to see if they qualify for a prescription assistance program that will allow them to get their medications for free or nearly free.

City National Awards $10,000 to Touro University Nevada’s Scholarship Program

Dignity Health-St. Rose Dominican Awards More Than $300,000

Dignity Health-St. Rose Dominican, the community’s only not-for-profit, religiously sponsored hospital system, has made $319,635 in grant awards to five nonprofit collaborations in Henderson and Las Vegas. St. Rose has awarded grants to community programs for more than 20 years.

“St. Rose has been committed to providing quality healthcare and supporting the communities of Henderson and Las Vegas for almost 70 years,” said Brian Brannman, senior vice president of operations, Dignity Health Nevada. “There were multiple needs in southern Nevada this year. Awarding these grants in this fashion will enable us all to continue working toward improving the health and well being of this community.”

Community organization recipients included:

·         $20,000 for Transportation for Home-Bound Seniors – Boulder City Lend a Hand;

·         $45,000 for Expansion of Evidence-Based Programs for Seniors – UNLV OLLI;

·         $54,635 for Implementing Promotoras Program in Nevada – Visión y Compromiso.

To be selected for a grant, an organization or program must meet one or more of the following criteria:

·         Address the greatest health needs of the community;

·         Emphasize prevention to address the underlying cause of health problems;

·         Contribute to a seamless continuum of care;

·         Build upon and mobilize existing services in the community; and

·         Engage diverse community stakeholders in implementation and oversight.

This program is offered in response to the urgent community need for a voluntary outpatient treatment program for adolescents ages 12-17. Montevista Hospital offers a centrally located after school program that encourages young people struggling with chemical dependency issues to stay in school while attending treatment sessions. Since family support and participation is essential to the success of any treatment program, the 3:00-6:00 pm program schedule is offered so working parents or guardians can attend often with minimal disruption at work and at home.
